Africa’s AI Future Hinges on Basic Infrastructure

Sub-Saharan Africa is poised to become a significant player in the global AI race, with governments and businesses vying for a share of this transformative technology. Yet, a fundamental challenge looms large: reliable electricity remains out of reach for nearly half the continent’s population.

Recent investments signal growing interest in AI across Africa. Microsoft and G42 announced a $1 billion data center campus in Kenya powered by geothermal energy, while Nvidia is partnering with Cassava Technologies to deploy specialized chips in multiple countries. National AI strategies are emerging from Rwanda to Nigeria, promising new economic growth engines.

The International Monetary Fund (IMF) estimates that AI could boost sub-Saharan Africa’s GDP by as much as 4% over the next decade—provided essential infrastructure investments materialize. Under current conditions, the gain may be closer to a mere 0.2%, which IMF author Martin Schindler described as “a rounding error.”

The discrepancy highlights a critical point: AI adoption in Africa isn’t just about having cutting-edge technology but ensuring basic digital foundations are in place first. While developed nations grapple with job displacement concerns, African countries face the opposite challenge—ensuring widespread access to benefits rather than concentrated gains.

The Infrastructure Gap

Only 38% of Africans used the internet in 2024 compared to a global average of 68%. Even when coverage exists, smartphones and data remain unaffordable for many. This digital divide creates an AI access gap—where solutions may be technically available but practically out of reach for those who need them most.

A Path Forward

Africa’s AI success will likely depend on practical applications tailored to local contexts rather than replicating foreign models. Voice assistants in local languages, tools embedded within popular messaging platforms like WhatsApp, and systems that function with low-cost devices could prove more impactful than high-end solutions requiring constant connectivity.

Regional cooperation may also be crucial—allowing countries to share infrastructure and create larger markets for AI products. As mobile money demonstrated earlier this decade, success in Africa often comes from adapting technology to existing frameworks rather than building entirely new ones.
