Cybersecurity Risks Escalate as Democratic Republic of Congo Embraces Digital Future
The Democratic Republic of the Congo (DRC) is experiencing a surge in cybersecurity threats alongside its rapid digital transformation. Recent incidents, including a $1.2 million fraud scheme targeting international charity GiveDirectly via SIM swapping attacks, highlight growing vulnerabilities.
A Nation Digitally Ascending
With mobile phone subscriptions reaching nearly 66% by 2025 (up from 29.3 million in 2017), the DRC’s digital landscape is expanding at an unprecedented rate. Data consumption per user has increased over 24-fold since 2016, driven by smartphone adoption and growing reliance on digital services.
The government supports this expansion with ambitious initiatives like a €8 billion national digital infrastructure plan aimed at modernizing connectivity and digital services across the nation.
New Risks in a Digital Frontier
“Digital growth in the DRC is happening at an extraordinary speed,” says Nathalie Kienga, head of cybersecurity in Kinshasha. “This rapid transformation naturally creates increasing pressure on cybersecurity capabilities.” The Internet Society rated the DRC’s internet resilience at just 34% - indicating only medium capacity to withstand disruptions.
The most vulnerable sectors include finance, telecommunications, mining, energy, public administration and healthcare – all becoming increasingly interconnected as digitalization progresses.
Government Response & Private Sector Initiatives
The government has launched several cybersecurity initiatives, including ratifying the African Union’s convention on data protection and establishing a National Cybersecurity Strategy that proposes:
- A National Cybersecurity Agency to coordinate policy
- Computer emergency response teams for incident reporting
- Real-time threat monitoring centers
- Mandatory security requirements for critical infrastructure
Meanwhile, private companies like Orange are offering cybersecurity services tailored to the DRC’s evolving digital needs.
As the DRC continues its digital journey, strengthening cyber resilience remains a top national priority – ensuring that technological progress doesn’t outpace security safeguards.
