Egypt Accelerates Digital Transformation with Strategic Investments

For years, Egypt’s economic development has been discussed in terms of infrastructure, manufacturing and energy. However, the technology sector is increasingly recognized as a critical growth engine for the country.

With ambitious plans to become one of the region’s leading digital economies, Egypt is investing across multiple areas – from artificial intelligence and data centers to electronics manufacturing and digital services – creating not only an ICT powerhouse but also the broader ecosystem needed to support a fully digital economy.

The results are already visible: Egypt’s ICT sector is expanding at 14-16% annually, contributing approximately 6% to GDP (with a target of 8% in the coming years). As Minister of Communications and Information Technology H.E. Eng. Raafat Hindy notes, “Over the next five to ten years, Egypt’s ICT sector will consolidate its position as one of the principal engines of national economic growth and a cornerstone of the country’s transition to a knowledge and innovation-driven economy.”

Building Digital Foundations

Since 2019, over $6 billion has been invested in digital infrastructure, including:

  • $3.5 billion for fixed internet services (nationwide fiber optic rollout)
  • $2.5 billion for mobile networks
  • An additional $3.5 billion from spectrum auctions

The outcome is a dramatic improvement in connectivity – Egypt now boasts the fastest fixed broadband speeds in Africa.

Creating an Enabling Regulatory Environment

Beyond infrastructure, Egypt has modernized its legal framework with:

  • Cybercrime Law
  • Personal Data Protection Law
  • Cloud First Policy
  • Open Data Policy

These reforms aim to create a secure and predictable environment for technology businesses while supporting innovation.

Capturing the Data Center Opportunity

With global demand for data storage and processing soaring, Egypt is positioning itself as a regional hub by combining:

  • Extensive fiber infrastructure
  • Strong international connectivity
  • A growing talent pool
  • An increasingly mature regulatory framework

The government actively supports this through standards development, transparent commercial frameworks, and incentives for long-term investment.

Egypt’s digital transformation represents a significant shift towards higher value-added industries with the potential to create jobs, attract foreign investment and drive sustainable economic growth.
