The Nigerian Communications Commission (NCC) is calling on African telecommunications regulators to adopt data-driven approaches in their policy decisions. Speaking at the recent Heads of Regulators Roundtable during the African Telecommunications Union (ATU) Conference in Abuja, NCC Executive Vice Chairman Dr Aminu Maida emphasized that regulation remains a critical driver of economic growth but must be guided by market intelligence and verified evidence.
Common Challenges Across Africa
The continent faces shared challenges including:
- Digital divides and coverage gaps
- Smartphone adoption rates
- Digital literacy deficits
- Satellite service limitations
- Network resilience issues
- The rapid integration of AI technologies
These common concerns necessitate a collaborative approach where regulators share experiences and lessons learned.
Why Evidence Matters Now
As new technologies like satellite-to-phone services, cloud computing, and digital public infrastructure emerge, regulators must evolve beyond traditional methods. By systematically sharing data and insights, African nations can avoid redundant experimentation and accelerate progress.
For example, if one country finds a particular spectrum licensing model effectively boosts 5G rollout, others can adopt that proven approach instead of reinventing the wheel.
The NCC’s initiative aligns with the ATU Conference theme: “Building Africa’s Network Intelligence Ecosystem for Evidence-Based Regulation,” which recognizes the need for more informed decision-making in a rapidly evolving digital landscape.
