Economic Transformation Underway

Under the leadership of Commissioner Folashade Ambrose-Medebem, Lagos has decoupled from national economic dependencies through structural reforms and strategic investments aligned with its THEMES+ Agenda—targeting traffic management, education, technology, health, and security initiatives.

Lagos generates 65% of its budget locally, directing a majority (60%) of public spending towards capital projects. Tax revenues have surged by over 54%, reaching 1.04 trillion naira in 2024 and projected to hit 1.44 trillion in 2025.

The state boasts an extraordinary concentration of wealth, with thousands of millionaires and billionaires within its diverse population of nearly 30 million people.

The Deal Book highlights several transformative projects within the Lekki Free Trade Zone:

  • Sovereign Hyperscale Data Center Campus: Addressing digital infrastructure deficits and positioning Lagos as a smart city hub.
  • Integrated Power Infrastructure: A Build-Operate-Transfer (BOT) opportunity to develop a gas-powered electricity grid bypassing national transmission challenges.
  • Greenfield Development Zones: Over 6,000 hectares available for international master developers via Joint Venture partnerships with minimum $500 million investment.
